Historically, having children was seen as a civic duty, on par with paying taxes, obeying the law, or serving in the military. If you refused to have children, and weren’t part of an exempt class like priests or nuns, you’d be socially ostracized. You’d be denied access to power. And you wouldn’t be viewed as a real adult.
