Higher education (via the court/tutor method) used to be exclusively for the children of the ruling elites. They were taught how to rule and conduct war.

Later universities were built to educate the administrative classes that did the elites will or took care of their health.

Post WW2, universities promoted the idea that university should be for everyone despite the fact that most people are not suited for that type of education.

Instead of offering the middle class an elite education they have become indoctrination centres for the young.
